Following a deadly car accident in the Allegany County Town of Cuba over the holiday weekend, a Hornell man and an Allegany County citizen are being charged with numerous felonies and misdemeanors.
According to the Cuba Authorities Department, at approximately 11:45 p.m. on December 30, authorities responded to a complaint of a male body lying unconscious on the side of State Route 305 South in an embankment.
Following an inquiry, it was discovered that the victim, Kevin J. Green, 44, of Cuba, was reportedly struck by the suspect’s car while riding a bicycle.
Following a preliminary investigation, police detained 22-year-old Dustin S. Cowles of Cuba and 22-year-old Kameron M. Mills of Hornell in relation to the incident.
Cowles was accused by the police of criminally tampering with physical evidence, fleeing the scene of a deadly car accident, and second-degree manslaughter.
Along with two vehicle and traffic infractions, he also faces misdemeanor counts of dangerous driving and obstruction of governmental administration.

After being charged in Town of Cuba Court, Cowles was sent to the Allegany County Jail without being able to post $50,000 bail.
Mills was also accused by the police of criminally tampering with tangible evidence, obstructing official business, and fleeing the scene of a deadly car accident.
In the Town of Cuba Court, he was also charged and given a pre-trial release with the intention of returning to court at a later time.
