Man charged with murder in deadly southeast Austin

An affidavit obtained on Friday provided more details and identified the suspect accused in a southeast Austin homicide that occurred earlier this week.

According to court records, the Austin Police Department responded to the 2200 block of E. Riverside Drive just before 1:30 a.m. on Monday for what was later identified in the affidavit as a gunshot.

Two guys were found lying on the ground, one on top of the other, when police arrived on the scene. Elvin Salvador Tinoco-Orosco, 35, was identified as the individual who was found on the ground in the affidavit. The affidavit claims that although his clothes were stained with blood, he was unharmed.

A gunshot wound was discovered on the other man. According to the affidavit, that man was ultimately identified as 38-year-old Jader Francisco Tinoco-Salgado. At 1:45 a.m., Tinoco Salgado was pronounced deceased by Austin Fire Department and EMS personnel who had just arrived on the site.

According to court documents, a witness who was close by told detectives that he saw two guys arguing around a gray truck and that he heard the argument about ten minutes later. According to the witness, the claimed shooter shot Tinoco-Salgado several times before leaving.

The affidavit states that Elvin Tinoco-Orosco was ultimately recognized as the gunman.

After the incident, Tinoco-Orosco was seen on surveillance video by detectives returning and entering his pickup. Later, police discovered a weapon in his truck’s passenger seat.

The affidavit states that after getting out of the truck, he returned to where Tinoco-Salgado was lying on the ground and placed him on top of him before police arrived. According to APD, Tinoco-Orosco was detained on suspicion of first-degree criminal m*rder.
