Illinois’ Gas Tax Increases, Grocery Tax Returns in 2023

The 2019 General Assembly’s Rebuild Illinois Infrastructure Package mandates an annual inflation-based gas tax rise on July 1.

That measure raised the state’s gas tax to 38 cents per gallon to support infrastructure initiatives. The measure sets yearly tax hikes related to the CPI.

The state’s 2023 fiscal year budget allows for two gasoline tax hikes in 2024.

On July 1, 2023, the state’s 1% grocery tax will resume.

“Food for human consumption that is to be eaten outside the premises where it is sold” was tax-free for 12 months.

The grocery tax suspension did not cover alcohol, soft drinks, confectionery, or ready-to-eat meals.
